Most people will have received a raise sometime in the past 12 months, and you wouldn't have your w-2 until 13 months have passed at a minimum so I don't think that is the case for most people. Also...

Yeah I'm either judging the requestor or thinking the poster was confused about what was requested. You definitely have to provide a W-4 upon employment, so perhaps W-2 was mistaken for w-4?
